Democratic Republic of Congo: Disaster Risk Financing Diagnostic (English)

The Democratic Republic of Congo (DRC) faces exposure to numerous hazards, which heightens both the vulnerability of its population and its political instability. The country is exposed to floods, volcanic eruptions, and many other risks. As a result, addressing shocks is very costly for the country, and having to manage a high number of emergencies with a limited budget makes the government unable to adequately respond to their consequences. In this context, pre-arranged financing solutions can allow the government to better prepare financially for climate shocks, especially moderate to extreme events for which these instruments can provide significant population coverage. Against this backdrop, this diagnostic examines the country’s current situation and offers several recommendations to improve its Disaster Risk Financing (DRF) strategy.


This diagnostic was developed by the World Bank's Crisis and Disaster Risk Finance (CDRF) and Finance, Competitiveness & Investment (FCI) team. It was prepared as part of the preparatory work of the Regional Emergency Preparedness and Access to Inclusive Recovery (REPAIR) Program. The diagnostic was conducted with financial support from the Risk Finance Umbrella Program.
